BC Depreciation Report Deadlines: July 2026 & July 2027

Townhouse.jpg

British Columbia has strengthened its requirements for strata depreciation reports, including mandatory five-year updates and transition deadlines that vary depending on where a strata corporation is located.

For strata corporations in Metro Vancouver, the Fraser Valley and the Capital Regional District, the July 1, 2026 transition deadline has now passed. Strata corporations in most other areas of British Columbia have a July 1, 2027 transition deadline.

Understanding which deadline applies is important because these dates do not operate as a single province-wide renewal date for every strata corporation. The age of the strata corporation and the date of its most recent depreciation report must also be considered.

WHAT CHANGED WITH BC DEPRECIATION REPORT REQUIREMENTS?

Effective July 1, 2024, British Columbia strengthened the depreciation report requirements under the Strata Property Act and Strata Property Regulation.

Strata corporations with five or more strata lots are generally required to obtain depreciation reports on a five-year cycle. Strata corporations can no longer use an annual three-quarter vote to defer the requirement to obtain a depreciation report.

Strata corporations with four or fewer strata lots continue to be exempt from the mandatory depreciation report requirement while they remain below the five-lot threshold.

The Province introduced phased transition deadlines to allow strata corporations that did not have a sufficiently recent depreciation report time to comply with the updated requirements.

July 1, 2026 DEPRECIATION REPORT DEADLINE

The first transition deadline applied to strata corporations located in:

  • Metro Vancouver

  • the Fraser Valley

  • the Capital Regional District

For strata corporations established before July 1, 2024 that had not obtained a depreciation report since December 31, 2020, the required depreciation report was to be obtained by the July 1, 2026 transition deadline.

This means that, as of 2026, the transition deadline has passed for applicable strata corporations in communities such as Vancouver, Surrey, Burnaby, Richmond, Coquitlam, Delta, Langley, White Rock, North Vancouver and many other communities within Metro Vancouver and the Fraser Valley.

The Capital Regional District is also included, subject to the provincial exclusions applicable to islands accessible only by air or boat.

Strata corporations in these areas that were subject to the transition requirement and have not yet obtained the required depreciation report should address the requirement promptly.

July 1, 2027 Depreciation Report Deadline

A later transition deadline applies to strata corporations located outside the areas subject to the July 2026 deadline.

For an applicable strata corporation established before July 1, 2024 that has not obtained a depreciation report since December 31, 2020, the depreciation report must be obtained before the July 1, 2027 transition deadline.

This generally includes strata corporations located throughout areas such as the Okanagan, Thompson region, Kootenays, Northern British Columbia and other parts of the province outside Metro Vancouver, the Fraser Valley and the Capital Regional District.

Communities affected by the 2027 transition deadline include areas such as Kelowna, Lake Country, Vernon, Penticton, Kamloops, Cranbrook and many other BC communities.

The Province also identifies Bowen Island and the Southern Gulf Islands among the areas subject to the July 2027 transition deadline rather than the July 2026 deadline.

WHAT IF A STRATA CORPORATION MISSED THE JULY 1, 2026 DEADLINE?

For applicable strata corporations in Metro Vancouver, the Fraser Valley and the Capital Regional District, the July 2026 transition period has ended.

The previous ability to defer obtaining a depreciation report through an annual three-quarter vote is no longer available. If an applicable strata corporation has not obtained the required report, the reporting obligation remains and the strata corporation should take steps to obtain a depreciation report from a qualified provider.

Where there is uncertainty regarding a strata corporation's specific legal obligations or compliance status, the strata council may also wish to obtain legal advice.

From a practical planning perspective, delaying the report can also leave a strata corporation without an updated assessment of major repair and replacement requirements, projected capital expenditures and future contingency reserve fund requirements.

HOW OFTEN IS A DEPRECIATION REPORT REQUIRED IN BC?

The current requirement is generally a five-year depreciation report cycle for strata corporations with five or more strata lots.

This represents an important change from the previous system, under which strata corporations could repeatedly vote to defer obtaining a report.

A five-year update allows the strata corporation to reconsider changes that may have occurred since the previous report, including completed capital projects, changes in component condition, construction cost increases, changes in the contingency reserve fund balance and revised long-term repair priorities.

Accordingly, even a strata corporation with an existing report should confirm the date on which the report was obtained and determine when its next five-year update is required.

WHAT ABOUT NEW STRATA CORPORATIONS?

Different timing provisions apply to newly established strata corporations.

A strata corporation established on or after July 1, 2024 but before July 1, 2027 must obtain its first depreciation report no later than two years after its first annual general meeting.

For strata corporations established on or after July 1, 2027, the first depreciation report must generally be obtained within 18 months after the first annual general meeting.

After the first report, the ongoing five-year depreciation report cycle applies.

These requirements should be considered by new strata councils early in the budgeting process rather than waiting until the reporting deadline approaches.

HOW MUCH DOES A STRATA DEPRECIATION REPORT COST?

The cost of a Strata Depreciation Report in BC varies depending on size, complexity, and building type.

Typical Cost Ranges

  • Small strata complex: $2,500 – $4,500

  • Mid-size apartment building: $4,500 – $7,000+

  • High-rise or complex mixed-use development: $7,000 – $15,000+, depending on size, mechanical systems, and scope.

These ranges are general estimates. Actual pricing depends on size of strata, inspection complexity, number of components, mechanical systems, and location.

Factors That Influence Cost

  • Number of strata lots

  • Strata Corporation complexity - sectioned, non-sectioned, mixed-use etc.

  • Age and condition of improvements

  • Availability of drawings and documentation

  • Mechanical and envelope systems complexity

  • Geographic location within BC

When evaluating cost, strata councils should consider professional qualifications, methodology, and experience - not solely fee level.

QUALIFIED PROFESSIONALS FOR DEPRECIATION REPORT IN BC

Under British Columbia regulations, Depreciation Reports may be prepared by qualified professionals as defined by legislation, which includes Accredited Appraiser Canadian Institute (AACI).

Strata councils should ensure that any professional retained:

  • Meets the qualifications permitted under regulation

  • Has demonstrated experience with similar strata property types

  • Provides clear methodology and transparent financial projections

The selection of a qualified professional should be based on competence, experience, and the specific needs of the strata corporation.

COMMON MISTAKES STRATA CORPORATIONS MAKE

  • Delaying procurement until close to deadline

  • Selecting solely on lowest fee

  • Failing to review CRF funding projections annually

  • Ignoring inflation impacts

  • Not updating after major capital projects

Strata councils should treat Depreciation Reports as dynamic planning tools rather than static compliance documents.

PLANNING AHEAD FOR THE JULY 1, 2027 DEADLINE

Strata corporations subject to the July 2027 transition deadline should avoid waiting until the final months before the deadline to begin the process.

Preparing a depreciation report typically requires collection and review of strata documents, an inspection of the property, identification and assessment of common property components, capital cost research and preparation of long-term financial projections.

Starting the process in advance also provides the strata council with additional time to review the report, discuss future funding requirements and incorporate appropriate reserve fund planning into upcoming budgets.

DOES YOUR STRATA NEED A DEPRECIATION REPORT OR 5-YEAR UPDATE?

The appropriate deadline depends on several factors, including the location of the strata corporation, when the strata corporation was established and the date of its most recent depreciation report.

For existing strata corporations, the most useful starting point is to determine:

When was the most recent depreciation report obtained?

If no report has been obtained, or the existing report is older, the strata corporation should determine which transition or five-year reporting requirement applies.
